When is PNG the better target for HEIC photos?

Does converting HEIC to PNG lose quality?

No. PNG stores the decoded photo losslessly, pixel for pixel. Nothing that survived the iPhone's original HEIC compression is lost or re-compressed.

Why is the PNG so much bigger than the HEIC?

HEIC is one of the most efficient photo formats there is, and lossless PNG is the opposite trade-off. A several-fold size increase is normal for photographs. If size matters, JPG is the leaner choice.
